Agrifestival torna con una nuova ed entusiasmante Storia Straordinaria!

I protagonisti di oggi sono Paolo e Marco Lopatriello, titolari dell’azienda “ Famù ”. I due fratelli sono partiti dall’idea di far conoscere i formaggi della provincia di Cuneo all’estero, per arrivare a quella di uno yogurt a km zero prodotto da cooperativa sociale e di un gelato artigianale. Oggi Famù fa anche ristorazione e ha un negozio dove vende i suoi prodotti, con una particolare attenzione all’ambiente e all’origine delle materie prime.

DALLA PARTE DELLA TERRA - Api in pericolo, come invertire la rotta

Senza api, non c’è futuro! Gli allarmi per la grave e costante riduzione di questi insetti impollinatori si susseguono di anno in anno e la strada per invertire la rotta è ancora molto lunga e tortuosa.

L’Istituto Superiore per la Protezione e la Ricerca Ambientale (ISPRA) ha ricordato come, se non si interviene, oltre il 40% delle specie di invertebrati che garantiscono l’impollinazione, in particolare api e farfalle, rischi di scomparire.

In particolare, in Europa circa il 10% delle specie di api sono minacciate di estinzione.

Ma se venisse meno il prezioso lavoro svolto da questi impollinatori, anche molte piante si estinguerebbero: le api domestiche e selvatiche sono responsabili, infatti, di circa il 70% dell’impollinazione di tutte le specie vegetali viventi sul pianeta e garantiscono circa il 35% della produzione globale di cibo.

Negli ultimi 50 anni la produzione agricola ha avuto un incremento di circa il 30% grazie al contributo diretto degli insetti impollinatori.

La loro protezione, quindi, riguarda tutti noi e non solo perché le api forniscono miele, polline, pappa reale, cera e propoli, tanto apprezzati dall’uomo, ma perché la stragrande maggioranza di piante di interesse agricolo necessita degli insetti pronubi per l’impollinazione.

Le cause dello spopolamento

Non è semplice definire le cause esatte del brusco declino di questi “iniettori di vita” nel mondo, ma i cambiamenti climatici e l’inquinamento ambientale sono, senza dubbio, tra le principali motivazioni del crollo delle popolazioni e della biodiversità degli insetti impollinatori.

La moria delle api

Il fenomeno, segnalato dal 2003 dagli addetti del settore e noto come moria delle api , si verifica soprattutto in primavera e tra i fattori ci sono, rimarca ISPRA: “la distruzione, il degrado e la frammentazione degli habitat, la semplificazione del paesaggio e l’eliminazione di fasce inerbite e siepi, filati, boschetti; l’agricoltura intensiva; la morte per fame delle api per via della ridotta disponibilità o qualità delle risorse alimentari, gli attacchi di alcuni agenti patogeni e parassiti (principalmente insetti e acari), tra cui specie invasive come l’acaro varroa (Varroa destructor), il calabrone asiatico (Vespa velutina) e il piccolo scarabeo dell’alveare (Aethina tumida)”.

Il ruolo dell’agricoltura sostenibile

Sul banco degli imputati è finita spesso l’agricoltura moderna, soprattutto per la larga diffusione delle monoculture e per l’impiego dei fitofarmaci , ma da tempo, proprio all’interno del settore primario, è in atto un forte impegno a ricercare forme sempre più sostenibili di coltivazioni per produrre cibo in modo più consapevole e attento all’ambiente.

Possibili soluzioni

Sempre secondo ISPRA, il ripristino degli habitat naturali, insieme ad una drastica riduzione dei principi agro-chimici e alla “riprogettazione” agricola, sono alcuni dei modi più efficaci per evitare ulteriori diminuzioni o scomparse degli insetti impollinatori. Tra gli accorgimenti di “ingegneria ecologica” suggeriti, ad esempio, c’è quello di impiantare filari e siepi ai margini del campo per aumentare in numero di impollinatori selvatici, o di effettuare la rotazione delle colture. Di pari passo occorre, però, ridurre i trattamenti fitosanitari, cercando forme alternative di difesa da patogeni e parassiti e di contrasto di erbe infestanti.

Numeri e buone prassi

In tutta l’ Unione Europea ci sono oltre 650.000 apicoltori , che gestiscono 17,5 milioni di alveari e producono più di 250.000 tonnellate di miele l’anno. In Italia, gli apicoltori censiti in Italia sono circa 75mila (di cui 30% è apicoltrice), in costante aumento come anche il numero degli alveari (1,9 milioni). La produzione nazionale di miele nel 2023 è stimata in circa 22.000 tonnellate, in leggera flessione rispetto a quella del 2022.

Il Piemonte è primo

Gli alveari presenti sul territorio nazionale nel 2023, secondo le registrazioni in Banca dati Nazionale Apicoltura, sono oltre 1,53 milioni: in flessione del 2% rispetto 2022. La regione con il maggior potenziale produttivo è il Piemonte , con oltre 2.600 apicoltori professionisti che posseggono oltre 177 mila alveari segue, per presenza di alveari in apiari professionisti, la Calabria con oltre 145 mila alveari (Fonte ISMEA).

+ Api. Oasi fiorite per la biodiversità

Negli ultimi anni, in tutta Italia si sono diffuse iniziative utili ad arginare il crollo delle api e, anzi, a favorire un loro lento ripopolamento. Proprio in Piemonte, ad esempio, ben 198 Comuni nella provincia di Cuneo hanno partecipato al progetto “+ Api. Oasi fiorite per la biodiversità”, sostenuto da Fondazione CRC, in collaborazione con la Fondazione Agrion , per realizzare oasi fiorite all’interno del loro territorio e promuovere così il valore della biodiversità attraverso spazi verdi ricchi di essenze mellifere, ideali per le api e per gli altri insetti impollinatori. Un’iniziativa destinata ad ampliarsi anche ad altre aree di Italia grazie a Filiera Futura, associazione nata nel 2020 che lavora in tutta Italia per innovare il settore agroalimentare promuovendo progetti condivisi. Proprio al progetto “ + Api. Oasi fiorite per la biodiversità ” nel 2023 hanno aderito, infatti, Fondazione Perugia, Fondazione Cassa di Risparmio di Cuneo, Fondazione Cassa di Risparmio di Biella, Fondazione Cassa di Risparmio di Volterra, Fondazione Cassa di Risparmio di Fabriano e Cupramontana, Fondazione Cassa di Risparmio di Padova e Rovigo. Su ciascun territorio il progetto è stato declinato con caratteristiche proprie (tempistiche, modalità di adesione, soggetti ammissibili), ma ciò che conta è proseguire su questa strada.

ON THE SIDE OF THE EARTH - Bees in danger, how to reverse the trend

Without bees, there is no future! The alarms about the serious and constant reduction of these pollinating insects follow one another from year to year and the road to reverse the trend is still very long and tortuous.

The Higher Institute for Environmental Protection and Research (ISPRA) has recalled that, if nothing is done, over 40% of the invertebrate species that guarantee pollination, in particular bees and butterflies, risk disappearing. In particular, in Europe around 10% of bee species are threatened with extinction. But if the precious work carried out by th ese pollinators were to cease, many plants would also become extinct: domestic and wild bees are responsible, in fact, for around 70% of the pollination of all plant species living on the planet and guarantee around 35% of global food production . Over the last 50 years, agricultural production has increased by approximately 30% thanks to the direct contribution of pollinating insects.

Their protection, therefore, concerns all of us and not only because bees provide honey, pollen, royal jelly, wax and propolis, so appreciated by man, but because the vast majority of plants of agricultural interest require pollinating insects for pollination.

The causes of depopulation

It is not easy to define the exact causes of the sharp decline of these "injectors of life" in the world, but c limate change and environmental pollution are , without a doubt, among the main reasons for the collapse of the populations and biodiversity of pollinating insects.

The death of bees

The phenomenon, reported since 2003 by sector workers and known as bee die-off , occurs mainly in spring and among the factors there are, ISPRA points out: "the destruction, degradation and fragmentation of habitats, the simplification of the landscape and the elimination of grassy strips and hedges, rows, groves; intensive agriculture; the starvation of bees due to the reduced availability or quality of food resources, the attacks of some pathogens and parasites (mainly insects and mites), including invasive species such as the varroa mite (Varroa destructor), the Asian hornet ( Vespa velutina) and the small hive beetle (Aethina tumida)”.

The role of sustainable agriculture

Modern agriculture has often ended up in the dock, above all due to the widespread diffusion of monocultures and the use of pesticides , but for some time, within the primary sector itself, there has been a strong commitment to research increasingly sustainable cultivation to produce food in a more conscious and environmentally friendly way.

Possible solutions

Again according to ISPRA, the restoration of natural habitats, together with a drastic reduction of agro-chemical principles and agricultural "redesign", are some of the most effective ways to avoid further decreases or disappearances of pollinating insects. Among the "ecological engineering" measures suggested, for example, there is that of planting rows and hedges at the edges of the field to increase the number of wild pollinators, or of carrying out crop rotation. At the same time, however, it is necessary to reduce phytosanitary treatments, seeking alternative forms of defense against pathogens and parasites and of combating weeds.

Numbers and good practices

Across the European Union there are over 650,000 beekeepers , managing 17.5 million hives and producing more than 250,000 tonnes of honey per year. In Italy, there are approximately 75 thousand beekeepers registered in Italy (of which 30% are beekeepers), constantly increasing as is the number of hives (1.9 million). National honey production in 2023 is estimated at approximately 22,000 tonnes, a slight decrease compared to that of 2022.

Piedmont is first

The hives present on the national territory in 2023, according to the records in the National Apiculture Database, are over 1.53 million: a decrease of 2% compared to 2022. The region with the greatest production potential is Piedmont , with over 2,600 professional beekeepers who have over 177 thousand hives, followed by the presence of hives in professional apiaries, Calabria with over 145 thousand hives (Source ISMEA).

+ Bees. Flowering oases for biodiversity

In recent years, useful initiatives have spread throughout Italy to stem the decline of bees and, indeed, to encourage their slow repopulation. Precisely in Piedmont, for example, 198 municipalities in the province of Cuneo participated in the “+ Bees Flowering oases for biodiversity", supported by the CRC Foundation, in collaboration with the Agrion Foundation , to create flowering oases within their territory and thus promote the value of biodiversity through green spaces rich in honey essences, ideal for bees and for other pollinating insects. An initiative destined to expand to other areas of Italy thanks to Filiera Futura, an association founded in 2020 that works throughout Italy to innovate the agri-food sector by promoting shared projects. Precisely to the “ + Bees. Flowering oases for biodiversity " in 2023 were joined, in fact, by the Perugia Foundation, the Cassa di Risparmio di Cuneo Foundation, the Cassa di Risparmio di Biella Foundation, the Cassa di Risparmio di Volterra Foundation, the Cassa di Risparmio di Fabriano e Cupramontana Foundation, the Cassa di Risparmio Foundation of Padua and Rovigo. In each territory the project has been developed with its own characteristics (timing, membership methods, eligible subjects), but what matters is to continue along this path.

I NUMERI CHE CONTANO - Il biologico “Made in Italy” continua a crescere in superfici e operatori

L’agricoltura biologica in Italia continua a vivere un momento particolarmente positivo con numeri in crescita, anche se le indicazioni sul clima di fiducia delle aziende pongono qualche interrogativo che vale la pena considerare. È quanto emerge dal rapporto “Bio in cifre” curato da ISMEA (Istituto di Servizi per il Mercato Agricolo Alimentare), che indica nel 2023 un incremento del 4,5% della Superficie Agricola Utilizzata (SAU) biologica rispetto all’anno precedente, mentre il numero di operatori (produttori, trasformatori, importatori) è cresciuto dell’1,8% . Ma vediamo, nel dettaglio, i contenuti del rapporto, giunto alla sua ventesima edizione.

Coltivata a biologico quasi un quinto della SAU nazionale

I dati del 2023 riferiti alla SAU biologica nazionale , anche grazie alle misure della Politica Agricola Comune (PAC), registrano, nel complesso, un ulteriore sviluppo raggiungendo i 2,5 milioni di ettari totali . La superficie bio italiana arriva così a rappresentare circa un quinto di quella complessiva (19,8%) , avvicinandosi all’obiettivo del 25% di SAU biologica da raggiungere entro il 2030 prefissato dalla Commissione europea nell’ambito della Strategia Farm to Fork.

Crescono prati e seminativi, calano frutta e vigneti

Considerate sia le estensioni già convertite che quelle in conversione, la SAU biologica nazionale è composta anzitutto da seminativi (42,1%), seguiti da prati e pascoli (29,7%), colture permanenti (22,8%), ortaggi (2,5%) e terreni a riposo (3%) . Nel 2023 l’incremento più significativo ha interessato le categorie dei prati e pascoli (+10,1% sul 2022), cresciuti di 67.014 ettari, e dei seminativi (+3,4%) per oltre 34mila ettari in più. Sostanzialmente stabili gli ortaggi (+1%) e le colture permanenti (0,1%), ma con variazioni negative, in quest’ultima categoria, per la vite (-2%), gli agrumi e la frutta, compensate da incrementi per olivo (+2,2%) e frutta in guscio (+6,8%).

Nella frutta nazionale c’è stato un calo su quasi tutte le voci . Prosegue la tendenza negativa di mele e pere (-7 e -2 per cento), a cui si è sommata la diminuzione di superfici coltivate ad albicocche (-34%), pesche (-14,1%) e kiwi (-17,9%). Anche tra gli agrumi, l’aranceto bio perde il 15,5%.

Mezzogiorno leader, ma Centro e Nord in recupero

A livello territoriale, il rapporto mette in luce che la SAU biologica nazionale è per il 58% nel Sud, per il 25% al Centro e per il 17% nel Nord del Paese. Proprio il Settentrione (+5,5%) e il Centro (+5,3%) fa registrare le crescite maggiori su base annua recuperando terreno rispetto al Sud (+3,9%), dove si verifica, però, l’incremento di 53 mila ettari, il più significativo.

Piemonte prima regione nel Nord

Nel 2023, il 39% della SAU biologica nazionale è concentrata in Sicilia, Puglia e Toscana e un ulteriore 30% è diviso tra Calabria, Emilia-Romagna, Sardegna e Lazio . Nelle restanti regioni, che pesano complessivamente poco più del 30%, significativi gli incrementi in Umbria (+18,2%), Abruzzo (+15,2%), Basilicata (+10,7%), Liguria (+10,4%), Friuli-Venezia Giulia (+5,9%), Marche (+5,7%) e Piemonte (+5,4%), quest’ultima al primo posto tra le regioni del Nord per ettari certificati (57.567).

Colture intensive frenano lo sviluppo del bio

Spostandosi a considerare, poi, quanto incidono le superfici biologiche su quelle agricole totali, si va dal 37,5% della Toscana e dal 36,3% della Calabria, al 3,2% della Valle d’Aosta e al 5,5% della Lombardia. Il Nord è ancora più “indietro” nel cammino verso il biologico, probabilmente anche a causa della maggiore incidenza di colture intensive condotte con metodo convenzionale o con altri modelli di agricoltura sostenibile.

In Europa a 4 Paesi il 60% del bio

Se si allarga lo sguardo all’Europa, nel 2022 i quattro maggiori Paesi in termini di superficie certificata ( Francia, Spagna, Italia e Germania ) hanno detenuto complessivamente 9,7 milioni di ettari (+360.063 ettari, + 3,8% rispetto al 2021), pari a oltre il 60% della SAU biologica dell’Unione europea.

Allevamenti biologici in “altalena”

Segnali poco confortanti arrivano invece dal mondo allevatoriale che, anche nel biologico, segue grosso modo il calo del numero di capi della zootecnia totale. Emerge, ad esempio, l’evoluzione positiva del comparto avicolo biologico (+658.068 capi, +10,7%) e anche il numero di bovini è in crescita (+17.025 capi, +3,8%). Di segno opposto i comparti suinicolo, caprino e ovino, che a livello complessivo sono interessati da una diminuzione del numero di capi. I suini bio sono scesi del 16,8% su base annua, con 54.591 unità. Il numero di capre registra una flessione negativa (-7,5%), mentre gli ovini segnano un calo del 5,7% , che si aggiunge alla riduzione di lungo periodo.

In termini di incidenza del patrimonio zootecnico biologico sul totale , le categorie più rappresentative restano i caprini (10,8%), gli ovini (8,9%) e i bovini (8,7%). Anche il comparto avicolo ha visto aumentare il peso dei capi biologici su quelli totali, mentre la quota di suini bio (0,7%) è molto bassa.

Quasi 100mila operatori biologici in Italia

Concentrandoci sugli operatori impegnati nel biologico, il Rapporto di ISMEA evidenzia nel 2023 un incremento su base annua degli operatori dell’1,8% raggiungendo le 94.441 unità , con un incremento complessivo di 1.642 unità sul 2022. Per tutte le categorie di operatori si sono osservati comunque aumenti contenuti, ad eccezione degli importatori, in calo di alcune unità.

I produttori esclusivi sono la categoria più numerosa (73,7% del totale), cresciuti di 1.032 unità (+1,5%) rispetto al 2022, mentre si conferma l’andamento positivo dei produttori/preparatori (+532 unità e +3,8%). I preparatori esclusivi, infine, hanno una crescita più moderata.

La rapida crescita dei produttori/preparatori (15,4% nel 2023) , potrebbe essere la dimostrazione che l’integrazione delle due attività porta a un vantaggio economico.

Da sottolineare che l’89% del totale degli operatori biologici è composto da aziende agricole (produttori esclusivi, produttori preparatori e produttori con attività di importazione e preparazione) e l’incidenza di questa categoria è più alta nelle regioni del Sud rispetto a quelle del N ord , che invece vedono una maggior presenza di operatori coinvolti nella trasformazione (preparatori esclusivi) e nell’importazione.

Dimensione media aziendale vicina ai 30 ettari

La dimensione media delle aziende biologiche italiane nel 2023 è di poco superiore ai 29 ettari , quasi il triplo rispetto a quella delle aziende agricole italiane che, secondo l’ultimo Censimento dell’agricoltura, è di circa 11 ettari. Il peso delle aziende agricole biologiche sulle aziende agricole totali è pari al 7,4 %.

Fiducia delle aziende bio in calo

Per finire, veniamo al clima di fiducia elaborato dal rapporto “Bio in cifre” su un campione di 800 aziende agricole, convenzionali e biologiche: se, ad inizio anno, le imprese certificate risultavano più ottimiste rispetto alle convenzionali, nel secondo semestre 2023 si osserva una marcata perdita di fiducia da parte delle stesse aziende biologiche . Il segno meno (-4,3% nel quarto trimestre 2023), racconta una prevalenza delle aziende che esprimono un parere negativo rispetto alla situazione aziendale contingente e futura. I fattori sono innumerevoli, ma è verosimile immaginare che questo riscontro sia dovuto a un mercato dei prodotti biologici che mostra difficoltà sia nei valori al consumo , che nei prezzi di vendita riconosciuti alle aziende agricole bio , non molto diversi da quelli del convenzionale. Il contesto è poi aggravato dagli eventi climatici avversi che hanno colpito diverse aree del Paese, rendendo le operazioni in campagna, soprattutto per le aziende biologiche , più onerose e difficoltose anche nella gestione agronomica.

THE NUMBERS THAT COUNT - “Made in Italy” organic continues to grow in surfaces and operators

Organic agriculture in Italy continues to experience a particularly positive moment with growing numbers, even if the indications on the climate of trust among companies raise some questions that are worth considering. This is what emerges from the "Organic in figures" report edited by ISMEA (Institute of Services for the Agricultural and Food Market), which indicates a 4.5% increase in organic Used Agricultural Surface (SAU) in 2023 compared to the previous year, while the number of operators (producers, transformers, importers) grew by 1.8%. But let's see, in detail, the contents of the report, now in its twentieth edition.

Almost a fifth of the national SAU is grown organically

The 2023 data referring to the national organic SAU , also thanks to the measures of the Common Agricultural Policy (PAC), record, overall, a further development reaching 2.5 million total hectares . The Italian organic surface area thus represents approximately one fifth of the overall surface area (19.8%), approaching the objective of 25% of organic UAA to be achieved by 2030 set by the European Commission as part of the Farm to Fork Strategy.

Meadows and arable land grow, fruit and vineyards decline

Considering both the areas already converted and those in conversion, the national organic UAA is composed first of all of arable land (42.1%), followed by meadows and pastures (29.7%), permanent crops (22.8%), vegetables ( 2.5%) and fallow land (3%). In 2023, the most significant increase affected the categories of meadows and pastures (+10.1% compared to 2022), which grew by 67,014 hectares, and arable land (+3.4%) for over 34 thousand more hectares. Vegetables (+1%) and permanent crops (0.1%) were substantially stable, but with negative variations, in the latter category, for vines (-2%), citrus fruits and fruit, compensated by increases for olive tree (+2.2%) and nuts (+6.8%).

In national fruit there was a decline in almost all items. The negative trend of apples and pears continues (-7 and -2 percent), to which has been added the decrease in areas cultivated with apricots (-34%), peaches (-14.1%) and kiwis (-17, 9%). Even among citrus fruits, the organic orange grove loses 15.5%.

Southern Italy is leading, but the Center and North are recovering

At a territorial level, the report highlights that the national organic SAU is 58% in the South, 25% in the Center and 17% in the North of the country . Precisely the North (+5.5%) and the Center (+5.3%) recorded the greatest growth on an annual basis, recovering ground compared to the South (+3.9%), where, however, the increase occurred of 53 thousand hectares, the most significant.

Piedmont first region in the North

In 2023, 39% of the national organic SAU is concentrated in Sicily, Puglia and Tuscany and a further 30% is divided between Calabria, Emilia-Romagna, Sardinia and Lazio. In the remaining regions, which overall account for just over 30%, significant increases were seen in Umbria (+18.2%), Abruzzo (+15.2%), Basilicata (+10.7%), Liguria (+10.4%). %), Friuli-Venezia Giulia (+5.9%), Marche (+5.7%) and Piedmont (+5.4%), the latter in first place among the Northern regions for certified hectares (57,567) .

Intensive crops slow down organic development

Moving on to consider how much the organic surfaces affect the total agricultural surfaces , we range from 37.5% in Tuscany and 36.3% in Calabria, to 3.2% in Valle d'Aosta and 5.5% of Lombardy. The North is even further "behind" on the path towards organic farming, probably also due to the greater incidence of intensive crops carried out with conventional methods or with other models of sustainable agriculture.

In Europe with 4 countries 60% of organic

If we broaden our gaze to Europe, in 2022 the four largest countries in terms of certified surface area (France, Spain, Italy and Germany ) held a total of 9.7 million hectares (+360,063 hectares, +3.8% compared to 2021), equal to over 60% of the organic SAU of the European Union.

Organic farms in “swing”

Not very comforting signals are coming from the breeding world which, even in the organic sector, is roughly following the decline in the number of animals in total livestock farming. For example, the positive evolution of the organic poultry sector emerges (+658,068 heads, +10.7%) and the number of cattle is also growing (+17,025 heads, +3.8%). The pig, goat and sheep sectors are of the opposite sign, which on an overall level are affected by a decrease in the number of animals. Organic pigs fell by 16.8% year-on-year, with 54,591 units. The number of goats recorded a negative decline (-7.5%), while sheep recorded a decline of 5.7%, which is in addition to the long-term reduction.

In terms of the incidence of organic livestock on the total, the most representative categories remain goats (10.8%), sheep (8.9%) and cattle (8.7%). The poultry sector has also seen an increase in the weight of organic animals out of the total, while the share of organic pigs (0.7%) is very low.

The rapid growth of producers/preparers (15.4% in 2023) could be proof that the integration of the two activities leads to an economic advantage.

It should be underlined that 89% of the total organic operators are made up of agricultural companies (exclusive producers, preparatory producers and producers with import and preparation activities) and the incidence of this category is higher in the southern regions than in those of the North , which instead see a greater presence of operators involved in transformation (exclusive preparers) and import.

Average farm size close to 30 hectares

The average size of Italian organic farms in 2023 is just over 29 hectares , almost triple that of Italian agricultural companies which, according to the latest Agricultural Census, is around 11 hectares. The weight of organic farms on total farms is equal to 7.4%.

Confidence in organic companies declining

Finally, we come to the climate of trust elaborated by the "Organic in figures" report on a sample of 800 conventional and organic agricultural companies: if, at the beginning of the year, the certified companies were more optimistic than the conventional ones, in the second half of 2023 we observe a marked loss of trust on the part of organic companies themselves . The minus sign (-4.3% in the fourth quarter of 2023) indicates a prevalence of companies expressing a negative opinion regarding the contingent and future company situation . The factors are innumerable, but it is likely to imagine that this finding is due to a market for organic products which shows difficulties both in consumer values and in the sales prices recognized to organic farms , not very different from those of conventional ones. The context is then aggravated by the adverse climatic events that have affected various areas of the country, making operations in the countryside, especially for organic companies , more onerous and difficult even in agronomic management.

È a disposizione oltre un miliardo di euro per la concessione dei contributi previsti dal Decreto Agrivoltaico, che mira a promuovere la realizzazione di sistemi agrivoltaici innovativi di natura sperimentale.

C’è tempo fino al 2 settembre 2024 per richiederli.

Cosa vuol dire agrivoltaico?

L’agrivoltaico è un sistema che integra la produzione di energia solare fotovoltaica con l'agricoltura. Gli impianti fotovoltaici sono posizionati su terreni utilizzati contemporaneamente per attività agricole o di allevamento. Questa combinazione permette di ottimizzare l'uso del suolo e di recuperare terreni abbandonati.

Incentivi del Decreto Agrivoltaico

Il Decreto Agrivoltaico prevede due tipi principali di incentivi:

1. Contributo in conto capitale: fino al 40% dei costi ammissibili, finanziati dalle risorse del PNRR

2. Tariffa incentivante: sulla quota di energia elettrica netta immessa in rete

Beneficiari degli incentivi

Gli incentivi sono rivolti a:

Agricoltori e imprenditori agricoli , sia come individui che in forma di società o cooperative agricole
Associazioni temporanee di imprese con almeno un operatore del settore agricolo, costituite da due o più imprenditori agricoli e/o società agricole

Requisiti per l'accesso agli incentivi

I sistemi agrivoltaici che possono accedere agli incentivi devono includere impianti di produzione di energia elettrica:

di nuova costruzione
con potenza nominale superiore a 1 kW

Spese ammissibili

Tra le spese ammesse per l'agrivoltaico innovativo ci sono:

Realizzazione di impianti agrivoltaici avanzati
Fornitura e posa in opera dei sistemi di accumulo
Attrezzature per il sistema di monitoraggio secondo le Linee Guida CREA-GSE
Connessione alla rete elettrica nazionale
Opere edili necessarie alla realizzazione dell’intervento
Acquisto, trasporto e installazione di macchinari, impianti e attrezzature hardware e software
Studi di prefattibilità e spese per attività preliminari
Progettazioni, indagini geologiche e geotecniche
Direzione lavori, sicurezza, assistenza giornaliera e contabilità lavori
Collaudi tecnici e tecnico-amministrativi, consulenze e supporto tecnico-amministrativo

Procedure di Partecipazione

Le istanze di partecipazione possono essere presentate tramite due procedure distinte:

Iscrizione in registri: riservata alle iniziative di operatori del settore agricolo per impianti agrivoltaici fino a 1 MW
Partecipazione a procedure competitive di aste: riservata ad impianti di qualsiasi potenza, realizzati da imprenditori agricoli e loro aggregazioni o associazioni temporanee di impresa che includono almeno un imprenditore agricolo.

Scadenza e modalità di presentazione delle domande

La procedura telematica di presentazione delle domande di agevolazione sarà chiusa il 2 settembre 2024 alle ore 12 . Le richieste di partecipazione devono essere trasmesse per via telematica tramite il portale GSE Area Clienti GSE , pena l'esclusione.

THE RULES OF THE GAME - Over a billion euros for innovative agrivoltaic systems

Over one billion euros is available for the granting of contributions provided for by the Agrivoltaic Decree, which aims to promote the creation of innovative agrivoltaic systems of an experimental nature.

You have until September 2, 2024 to request them.

What does agrivoltaic mean?

Agrivoltaics is a system that integrates the production of photovoltaic solar energy with agriculture. Photovoltaic systems are positioned on land used simultaneously for agricultural or livestock activities. This combination allows you to optimize land use and recover abandoned land.

Incentives of the Agrivoltaic Decree

The Agrivoltaic Decree provides two main types of incentives:

Requirements for access to incentives

The agrivoltaic systems that can access the incentives must include electricity production systems:

• newly built

• with nominal power greater than 1 kW

Eligible expenses

Among the expenses allowed for innovative agrivoltaics there are:

• Construction of advanced agrivoltaic systems

• Supply and installation of storage systems

• Equipment for the monitoring system according to the CREA-GSE Guidelines

• Connection to the national electricity grid

• Building works necessary to carry out the intervention

• Purchase, transport and installation of machinery, systems and hardware and software equipment

• Pre-feasibility studies and expenses for preliminary activities

• Designs, geological and geotechnical investigations

• Works management, safety, daily assistance and work accounting

• Technical and technical-administrative testing, consultancy and technical-administrative support

Participation Procedures

Requests for participation can be submitted through two distinct procedures:

1. Registration in registers: reserved for initiatives by operators in the agricultural sector for agrivoltaic systems up to 1 MW

2. Participation in competitive auction procedures : reserved for plants of any size, built by agricultural entrepreneurs and their aggregations or temporary business associations that include at least one agricultural entrepreneur

Deadline and methods of submitting applications

The electronic procedure for submitting applications for assistance will be closed on 2 September 2024 at 12 . Requests for participation must be transmitted electronically via the GSE GSE Customer Area portal, under penalty of exclusion.

“Siamo energia, per avere un impatto sul mondo”.

Con questa citazione di Gianfranco Sorasio, fondatore, amministratore delegato e presidente del Consiglio di amministrazione di eVISO , si riassume buona parte del significato più profondo della mission della società nata a Saluzzo nel 2012.

Il dovere morale di migliorare il mondo con il proprio talento

“Siamo energia, per avere un impatto sul mondo”. In questa frase di Gianfranco Sorasio - fondatore, amministratore delegato e presidente del Consiglio di amministrazione di eVISO - si riassume buona parte del significato più profondo della mission della società nata a Saluzzo nel 2012, quotata in Borsa Italiana Spa sul segmento Euronext Growth Milan dalla fine del 2020 con un azionariato diffuso.

Tra i numerosi fil rouge che si possono individuare per leggere la storia imprenditoriale dell’ingegnere nucleare che, dopo aver girato mezzo mondo ed essere vissuto a lungo in Portogallo, ha deciso di ritornare nella Città del Marchesato che gli ha dato i natali, riunire la famiglia e dare avvio alla storia di eVISO, quello dell’ importanza della collaborazione tra persone diverse per generare soluzioni intelligenti e innovative che diano un contributo a risolvere problemi complessi è sicuramente uno dei più affascinanti.

Un concetto che Sorasio è facile abbia rielaborato dopo essere stato alla scuola di Padma Kant Shukla negli anni di studio negli Usa, quando il grande fisico indiano spiegava come ciascuno abbia una sorta di dovere morale nei confronti della società e debba utilizzare il suo talento per creare valore e dare un contributo per migliorare il mondo.

Il valore della persona al centro dell’intelligenza collettiva

Parole che oggi suonano come una vera e propria dichiarazione d’intenti pensando al concept che sta dietro Center of Collective Intelligence (C.IN) inaugurato a maggio a Saluzzo, l’hub in cui hanno sede oltre a eVISO Spa anche le due società collegate Iscat Srl e GD System Srl e altre realtà imprenditoriali come il Lago Solare e lo Studio tecnico Bellino Roci Mauro.

“Il Centro di Intelligenza Collettiva è un edificio che pone il cliente al centro della struttura subito dal primo passo - scrive Sorasio -. È coraggioso perché dimostra voglia di crescere e responsabile perché è energeticamente autonomo.

È il cuore pulsante dove convergono idee, talenti e innovazione per creare un ecosistema unico di crescita e sviluppo” .

Il tema della centralità delle persone, siano esse clienti o collaboratori, è quanto mai strategico nel modus operandi di eVISO, poiché tutta la creatività che si può respirare, vedere e toccare con mano entrando nel C.IN è frutto delle teste e delle mani che l’hanno costruito, come spiegano gli stessi fornitori che hanno lavorato alla realizzazione progetto, l’aspetto più interessante è stato constatare come tutti gli impianti siano stati incentrati sulla persona, che deve trovarsi a suo agio nell’edificio .

Un’accoglienza già ben visibile non appena si varca l’ingresso, dove le salette fatte a bolla di vetro sembrano dire al cliente “io sono qui per te”, offrendo un riuscito mix di privacy e trasparenza , proprio come le pareti degli uffici distribuiti nei piani superiori, che lasciano sempre un’apertura - se non fisica almeno visiva - sui locali adiacenti.

L’innovazione tecnologica al servizio della sostenibilità energetico-ambientale

Anche l’eleganza, l’accoglienza e il comfort che caratterizzano gli arredi sono un racconto dei valori aziendali, perché realizzati con materiali ecocompatibili e riciclabili , dal legno ai tessuti.

“Vogliamo riuscire a trasmettere a chi entra l’innovazione della tecnologia che cerchiamo di fare tutti i giorni - spiega Sorasio -. L’immobile ha u n impatto energetico quasi a zero . Per l’inverno e per l’acqua calda è alimentato dal teleriscaldamento della vicina Sedamyl, per l’estate da una pompa di calore collegata all’ impianto fotovoltaico da 88 kW che abbiamo installato sul tetto, da dove è visibile un’area verde in cui abbiamo posizionato cinque arnie di api da cui l’azienda agricola Ballari raccoglierà il miele che doneremo ai collaboratori e ai potenziali investitori”.

Sostegno all’ambiente e sostenibilità energetica sono da sempre due campi di applicazione naturali e di riferimento della mission imprenditoriale di eVISO, ambiti che Sorasio aveva già fatto suoi prima di fondare eVISO negli anni vissuti a Lisbona.

Risparmiare sulla spesa energetica con l’intelligenza artificiale

“Nella mia personale esperienza il mondo accademico ad un certo punto ha esaurito la sua spinta dopo essermi occupato di buchi neri e fusione nucleare - continua Sorasio -. È stato in quel momento che, quasi per caso, il mondo imprenditoriale mi ha chiamato . Era il 2003 quando un collega che faceva specchi mi ha coinvolto nel primo progetto di pannelli fotovoltaici e concentratori solari . Fui così che fondammo insieme la WS Energia , che divenne una delle prime e più importanti società nel settore elettrico in Portogallo nei primi anni del terzo Millennio, tanto da essere addirittura premiata dal Governo portoghese nel 2010. In quel momento ho come capito che, ripensando all’insegnamento di Padma Kant Shukla, il mio talento poteva creare valore non tanto nella ricerca scientifica, ma in altri ambiti, ad esempio nel fotovoltaico. In quegli anni ho costruito decine di parchi, uno anche a Saluzzo, il Lago Solare , in funzione a Cervignasco, è oggetto di studio da parte di addetti che arrivano da ogni dove. Utilizzare le nuove tecnologie, metterle a terra per creare valore concreto e renderle disponibili a tutti è ciò che sento più nelle mie corde”.

Basta sfogliare la semplice “Guida al risparmio energetico” , realizzata da eVISO per i suoi clienti, per rendersi conto del cambio di paradigma proposto dalla società tecnologica che impiega la propria piattaforma di Intelligenza Artificiale con l’obiettivo di generare valore per gli utenti abituali di materie prime, con un focus su molteplici settori e un’offerta di servizi AI sia per i clienti diretti sia per altri operatori del settore.

L’energia che costa di meno è quella che si può risparmiare

Nel vademecum sfogliabile, prima dei consigli pratici sulle buone abitudini da seguire per ridurre la spesa energetica, c’è scritto: “ Il kWh di energia elettrica o MC di gas che costa di meno è quello risparmiato ”.

“Quando diciamo di voler mettere il cliente-persona al centro, non è uno slogan pubblicitario - spiega Sorasio -.

Di solito il cliente viene visto dalle multiutility solo come un soggetto a cui scolare energia. Per noi la vera partita non si gioca tanto sul costo di mercato dell’energia elettrica o del gas, su cui le differenze sono poco significative, quanto sull’ utilizzo della tecnologia per ridurre i costi energetici consumando meglio e meno. Gli algoritmi, che abbiamo messo a punto e che teniamo quotidianamente aggiornati, permettono di fare un uso più consapevole e intelligente dell’energia, con il risultato finale di una riduzione assicurata dei costi”.

Nel 2022 eVISO ha realizzato la brochure “I casi del risparmio” nella quale è raccolta una selezione di casi studio sulla sua tecnologia dei sensori di monitoraggio applicata ad alcune attività imprenditoriali . Tra le case history riportate quella di un’azienda suinicola che utilizzava grandi ventole per raffreddare le stalle. I tecnici di eVISO, prendendo in esame i consumi abbinati alla temperatura esterna registrata, hanno notato una stretta correlazione tra i due parametri, fino a suggerire all’allevatore di optare per un sistema di ventilazione ad asse di rotazione verticale, più efficiente dal punto di vista energetico e più efficace, facendo toccare con mano come il clima possa incidere sui consumi .

Dall’energia alle mele con gli algoritmi made in eVISO

Una delle ultime applicazioni dell’ infrastruttura di intelligenza artificiale di eVISO si chiama SmartMele e dimostra come il suo potenziale sia molto più vasto del solo ambito energetico, sempre con l’obiettivo di migliorare l’efficienza, la trasparenza e la qualità dei prodotti, a vantaggio finale del consumatore-persona e non ultimo dell’ambiente-mondo che abitiamo . Saving on energy spending with artificial intelligence

“In my personal experience the academic world at a certain point ran out of steam after having dealt with black holes and nuclear fusion - continues Sorasio -. It was at that moment that, almost by chance, the business world called m e. It was 2003 when a colleague who made mirrors involved me in the first project of photovoltaic panels and solar concentrators . In 2022 eVISO created the brochure "The cases of savings" which contains a selection of case studies on its monitoring sensor technology applied to some entrepreneurial activities . Among the case histories reported is that of a pig farm that used large fans to cool the stables. The eVISO technicians, examining the consumption combined with the external temperature recorded, noticed a close correlation between the two parameters, to the point of suggesting that the farmer opt for a ventilation system with a vertical rotation axis, which is more efficient from the point of energetic and more effective view, making it possible to see first-hand how the climate can affect consumption.

I NUMERI CHE CONTANO - Giovani in agricoltura: potenzialità e criticità nel rapporto di ISMEA

Uno dei temi vitali per ogni economia è il ricambio generazionale, necessario per garantire futuro e continuità al sistema produttivo. Proprio a questo tema, ISMEA, l’Istituto di Servizi per il Mercato Agricolo Alimentare, ha dedicato il suo ultimo rapporto “Giovani e agricoltura” con cui ha analizzato e fatto il punto su numeri e trend della componente giovanile nel settore primario.

Calano le imprese giovani in agricoltura, soprattutto al Centro-Sud

In generale, i numeri evidenziano ombre e luci. Partiamo dalla nota meno positiva. A fine 2023 le imprese agricole gestite da imprenditori under 35 sono 52.717 (su un totale di 703.975 imprese agricole), in calo dell’8,5% rispetto al 2018 .

La flessione è comunque in linea con quella osservata per tutto il settore primario, con l’incidenza delle imprese agricole giovanili sul totale delle imprese agricole che, nel quinquennio 2018-22 rimane stabile al 7,7%.

Ma venendo agli aspetti più positivi occorre dire che l’andamento delle realtà agricole più giovani appare relativamente migliore rispetto a quello degli altri comparti produttivi.

Nel periodo 2018-23 le imprese agricole under 35 si sono ridotte molto meno, in termini relativi, rispetto alle pari età dell’industria alimentare, della ristorazione e dell’economia nel complesso , a dimostrazione di come l’agricoltura, nonostante tutto, mantenga un buon potere di attrazione di giovani leve.

Anche ampliando l’osservazione all’ultimo decennio, le imprese agricole giovanili registrano risultati più lusinghieri rispetto al complesso delle aziende agricole: la quota agricola sul totale è cresciuta sensibilmente per le under 35 (dall’8,3% del 2013 al 10,5% del 2023) . In decisa crescita (+35,6%) le aziende giovanili di supporto all'agricoltura e successive alla raccolta (contoterzismo e prima lavorazione di prodotti agricoli), a dimostrare la crescente rilevanza delle attività remunerative connesse per le imprese condotte dai giovani imprenditori agricoli.

Se si passa poi a un’analisi per macro-aree territoriali dei dati, invece, è possibile notare come l’andamento di imprese agricole giovanili nel periodo 2018-23 sia stato diversificato nelle diverse zone del Paese: molto marcato al Mezzogiorno (-3.528 aziende, -11,4%) e al Centro (-1.144 imprese, -12,4%), decisamente più contenuto al Nord (-232 aziende, -1,3%).

Confronto in Europa: in Italia le aziende “under 41” generano più ricchezza

Lo studio ISMEA propone poi un focus sui giovani nell’agricoltura europea, sulla base ai dati del Censimento 2020.

L’Italia è tra i paesi dell'UE con la quota di giovani agricoltori più bassa (pari al 9,3% considerando gli under 41 presi a riferimento dall'Istat), contro il 18,2% della Francia, il 14,9% della Germania e l'11,9% della media comunitaria.

Alle aziende junior si deve però la creazione del 15% del valore economico complessivo dall'agricoltura italiana (misurato nei dati censuari dal Prodotto Standard) e la ricchezza generata mediamente da un’impresa giovanile agricola italiana è pari a 82.500 euro (valore ben superiore a quella del settore, pari a 50 mila euro), pur posizionandosi sopra la media UE è inferiore a quella francese e tedesca.

Al contrario, il valore per ettaro delle imprese giovanili italiane, pari a 4.500 euro , è doppio rispetto a quello europeo e francese, ma superiore anche al valore medio unitario generato da un’impresa giovane tedesca e soprattutto spagnola.

Questo deriva dalla maggiore specializzazione dell’Italia in coltivazioni ad elevato valore aggiunto e di alto pregio (ortofrutta, floricoltura, viticoltura in primis).

Il settore agricolo attrae occupati giovani, circa un terzo del totale

In termini di occupati, invece, lo studio Ismea sottolinea come sia complesso condurre un’analisi sul tema senza tenere conto del fatto che l’offerta lavorativa in agricoltura è segmentata in diverse categorie, contraddistinte da livelli di istruzione, formazione e competenze molto eterogenei.

Da un lato c’è la manodopera meno specializzata , poco qualificata, spesso stagionale che risulta sempre più difficile da attrarre. Dall’altro lato l’innovazione tecnologica sta via via rendendo sempre più indispensabili, anche in agricoltura, figure professionali specializzate.

Ciò detto, nonostante nel 2022 l’agricoltura italiana, dopo tre anni di crescita, abbia registrato un calo del numero di occupati rispetto al 2021 (circa 40 mila in meno, pari a una riduzione del 4,2%), prendendo in esame l’andamento degli under 35, il settore ottiene una crescita di 8 mila unità su base annua, pari al 4,8%, raggiungendo le 183 mila unità.

Se si estende l’analisi degli occupati agricoli alla fascia di età fino a 40 anni , la crescita su base annua appare ancora più marcata (+6,7%) . Con 290 mila lavoratori, gli occupati fino a 40 anni di età nel 2022 tornano ad essere circa un terzo dei lavoratori agricoli.

Analizzando la posizione professionale degli occupati agricoli giovani, si conferma la tendenza all’aumento dei dipendenti (+9,4% su base annua) a discapito degli indipendenti (-4,3% rispetto al 2021).

Italia paese più “vecchio” dell’UE e l’agricoltura ne risente

Nel valutare i dati sopra esposti occorre considerare che il coinvolgimento dei giovani nell’agricoltura in Italia risente dell’andamento demografico negativo e al generale invecchiamento della popolazione.

In Italia nel 2022 i giovani con età tra 15 e 39 anni sono 15,4 milioni, 2 milioni in meno rispetto al 2013 (-12%) e 4 milioni in meno rispetto a venti anni prima (-21%) .

Il nostro Paese risulta anche essere il più “vecchio” dell’UE: nel 2022 il rapporto tra giovanissimi (fino a 15 anni di età) e anziani, che rappresenta un importante indice del ricambio generazionale, è in Italia pari solo al 53%, contro una media comunitaria del 71%. Oltretutto, le aree rurali italiane hanno subito un processo di progressivo spopolamento. Solo tra il 2018 e il 2022, la popolazione in tali territori si è ridotta del 3% , mentre è rimasta stabile nelle aree prevalentemente urbane. Il dato sullo spopolamento dei giovani (15-39 anni) è pari al doppio, raggiungendo il 6%.

Tra i fattori che accentuano l’abbandono delle aree rurali da parte dei giovani, vi è lo sviluppo ancora incompleto delle infrastrutture digitali e la carenza di servizi per la prima infanzia.

Questi elementi non riescono tuttavia a bilanciare aspetti positivi come la presenza di un diffuso patrimonio enogastronomico, culturale, artistico e ambientale, che può creare occupazione e coinvolgere le fasce più giovani della popolazione.

THE NUMBERS THAT COUNT - Young people in agriculture: potential and critical issues in the ISMEA report

One of the vital issues for every economy is generational turnover, necessary to guarantee the future and continuity of the production system. Precisely to this theme, ISMEA, the Institute of Services for the Agricultural Food Market, dedicated its latest report "Youth and agriculture" with which it analyzed and took stock of the numbers and trends of the youth component in the primary sector.

Young businesses in agriculture are decreasing, especially in the Centre-South

In general, numbers highlight shadows and lights. Let's start from the less positive note. At the end of 2023, there were 52,717 agricultural businesses managed by entrepreneurs under 35 (out of a total of 703,975 agricultural businesses), down 8.5% compared to 2018 . The decline is however in line with that observed for the entire primary sector, with the incidence of youth agricultural enterprises on the total agricultural enterprises which, in the five-year period 2018-22, remains stable at 7.7%.

But coming to the more positive aspects, it must be said that the performance of the younger agricultural realities appears relatively better than that of the other production sectors. In the period 2018-23, agricultural businesses under 35 shrank much less, in relative terms , compared to those of the same age in the food industry, catering and the economy as a whole , demonstrating how agriculture, despite everything, maintains good power to attract young talent. Even extending the observation to the last decade, youth agricultural businesses record more flattering results compared to all agricultural businesses: the agricultural share of the total has grown significantly for those under 35 (from 8.3% in 2013 to 10.5 % of 2023). There is a marked growth (+35.6%) in youth businesses supporting agriculture and following the harvest (contracting and initial processing of agricultural products), demonstrating the growing relevance of the related profitable activities for businesses run by young agricultural entrepreneurs . If we then move on to an analysis of the data by macro-territorial areas, however, it is possible to note how the trend of youth agricultural enterprises in the period 2018-23 was diversified in the different areas of the country: very marked in the South (-3,528 companies, -11.4%) and in the Center (-1,144 companies, -12.4%), decidedly more limited in the North (-232 companies, -1.3%).

Comparison in Europe: in Italy "under 41" companies generate more wealth

The ISMEA study then proposes a focus on young people in European agriculture, based on data from the 2020 Census.

Italy is among the EU countries with the lowest share of young farmers (equal to 9.3% considering the under 41s taken as reference by Istat), compared to 18.2% in France, 14.9 % of Germany and 11.9% of the community average.

However, junior companies are responsible for the creation of 15% of the overall economic value of Italian agriculture (measured in census data by the Standard Product) and the wealth generated on average by an Italian youth agricultural company is equal to 82,500 euros (a value well above that of the sector, equal to 50 thousand euros), although positioned above the EU average, it is lower than the French and German ones.

On the contrary, the value per hectare of Italian youth enterprises, equal to 4,500 euros, is double that of the European and French ones, but also higher than the average unit value generated by a young German and especially Spanish enterprise.

This derives from Italy's greater specialization in crops with high added value and high quality (fruit and vegetables, floriculture, viticulture first and foremost).

The agricultural sector attracts young people, about a third of the total

In terms of employed people, however, the Ismea study highlights how complex it is to conduct an analysis on the topic without taking into account the fact that the job offer in agriculture is segmented into different categories, characterized by very heterogeneous levels of education, training and skills.

On the one hand there is the less specialized, low-skilled , often seasonal workforce which is increasingly difficult to attract. On the other hand, technological innovation is gradually making specialized professional figures increasingly indispensable , even in agriculture.

That said, despite the fact that in 2022 Italian agriculture, after three years of growth, recorded a decline in the number of employed compared to 2021 (around 40 thousand fewer, equal to a reduction of 4.2%), taking into consideration the trend of the under 35s, the sector achieved growth of 8 thousand units on an annual basis, equal to 4.8% , reaching 183 thousand units.

If we extend the analysis of agricultural workers to the age group up to 40 years of age, growth on an annual basis appears even more marked (+6.7%). With 290 thousand workers, those employed up to 40 years of age in 2022 will once again be around a third of agricultural workers.

Analyzing the professional position of young agricultural workers , the trend towards an increase in employees (+9.4% on an annual basis) to the detriment of self-employed workers (-4.3% compared to 2021) is confirmed.

Italy is the "oldest" country in the EU and agriculture is suffering as a result

When evaluating the above data, it must be considered that the involvement of young people in agriculture in Italy is affected by the negative demographic trend and the general aging of the population.

In Italy in 2022 there will be 15.4 million young people aged between 15 and 39, 2 million less than in 2013 (-12%) and 4 million less than twenty years earlier (-21%).

Our country is also the "oldest" in the EU: in 2022 the ratio between very young people (up to 15 years of age) and elderly people, which represents an important index of generational turnover, is only 53% in Italy, against a community average of 71%. Furthermore, Italian rural areas have undergone a process of progressive depopulation. Between 2018 and 2022 alone, the population in these territories decreased by 3% , while it remained stable in predominantly urban areas. The figure on the depopulation of young people (15-39 years) is double, reaching 6%.

Among the factors that accentuate the abandonment of rural areas by young people, there is the still incomplete development of digital infrastructures and the lack of services for early childhood.

However, these elements are unable to balance positive aspects such as the presence of a widespread food and wine, cultural, artistic and environmental heritage, which can create employment and involve the younger segments of the population.

Per rilanciare il sistema produttivo e il ricambio generazionale nel settore agricolo, dal 10 aprile 2024, è in vigore la Legge 15 marzo 2024, n. 36.

Denominata “Disposizioni per la promozione e lo sviluppo dell'imprenditoria giovanile nel settore agricolo”, la nuova normativa intende favorire l’insediamento e la permanenza dei giovani attraverso diverse agevolazioni e misure.

Chi si intende per “giovani”

Per “impresa giovanile agricola” o “giovane imprenditore agricolo” la Legge intende le imprese, costituite in qualsiasi forma, che esercitano esclusivamente attività agricola e per cui ricorra una di queste condizioni:

il titolare è un imprenditore agricolo di età superiore a 18 e inferiore a 41 compiuti;
nel caso di società di persone e di società cooperative , almeno la metà dei soci deve essere costituita da imprenditori agricoli di età superiore a 18 e inferiore a 41 anni compiuti;
nel caso di società di capitali , almeno la metà del capitale sociale deve essere sottoscritta da imprenditori agricoli di età superiore a 18 e inferiore a 41 anni compiuti e gli organi di amministrazione devono essere composti, per almeno la metà, dagli stessi soggetti.

Cosa dice la Legge

La disposizione normativa si può riassumere in quattro principali questioni o aspetti.

Fondo di 15 milioni per i primi insediamenti

È istituito un Fondo con la dotazione di 15 milioni di euro annui a decorrere dall’anno 2024, destinato al cofinanziamento di programmi predisposti dalle Regioni, per favorire il primo insediamento dei giovani nel settore agricolo.

Le risorse sono destinate principalmente a interventi finalizzati a :

acquisto di terreni e strutture per l'avvio dell’attività imprenditoriale agricola;
acquisto di beni strumentali , con priorità per quelli destinati ad accrescere l’efficienza aziendale e a introdurre innovazioni relative al prodotto, alle pratiche di coltivazione e di manutenzione naturale dei terreni e al processo di coltivazione dei prodotti attraverso tecniche di precisione ;
ampliamento dell’unità minima produttiva per promuovere l’efficienza aziendale;
acquisto di complessi aziendali già operativi.

Regime fiscale agevolato per il primo insediamento

Il regime fiscale agevolato consiste nel pagamento di un’imposta sostitutiva delle imposte sui redditi, delle relative addizionali e dell’imposta regionale sulle attività produttive, determinata applicando l’aliquota del 12,5% alla base imponibile costituita dal reddito d’impresa prodotto nel periodo d'imposta.

L’agevolazione si applica dal periodo di imposta in cui l’attività è iniziata e per i quattro periodi di imposta successivi.

Credito d'imposta per le spese di formazione

A coloro che hanno iniziato l’attività imprenditoriale dal 1° gennaio 2021 è concesso un contributo per la partecipazione a corsi di formazione attinenti alla gestione dell'azienda agricola. Il contributo è concesso sotto forma di credito d’imposta, pari all'80% delle spese effettivamente sostenute nell’anno 2024 e idoneamente documentate, fino ad un importo massimo di euro 2.500 per ogni beneficiario.

Agevolazioni fiscali per l'ampliamento delle superfici coltivate

Per i giovani imprenditori agricoli che, dal 1° gennaio 2024, abbiano acquistato o permutato terreni agricoli e loro pertinenze sono previste delle agevolazioni fiscali.

In particolare, l’imposta di registro e le imposte ipotecaria e catastale saranno versate nella misura del 60 % di quelle ordinarie o ridotte.

Altre novità

La Legge introduce, infine, alcuni strumenti di coordinamento istituzionale, tra cui l’Osservatorio nazionale per l’imprenditoria e il lavoro giovanile nell'agricoltura.

THE RULES OF THE GAME - Development of youth entrepreneurship: what the new legislation proposes

To relaunch the production system and generational turnover in the agricultural sector, from 10 April 2024, Law 15 March 2024, n. 36. Called "Provisions for the promotion and development of youth entrepreneurship in the agricultural sector", the new legislation intends to encourage the settlement and permanence of young people through various concessions and measures.

Who is meant by “young people”

By "agricultural youth enterprise" or "young agricultural entrepreneur" the Law means enterprises, established in any form, which carry out exclusively agricultural activities and for which one of these conditions is met:

the owner is an agricultural entrepreneur over the age of 18 and under 41;
in the case of partnerships and cooperative societies , at least half of the members must be made up of agricultural entrepreneurs aged over 18 and under 41;
in the case of joint-stock companies , at least half of the share capital must be subscribed by agricultural entrepreneurs aged over 18 and under 41 years of age and the administrative bodies must be made up, at least half, of the same individuals

What the Law says

The regulatory provision can be summarized in four main issues or aspects.

Fund of 15 million for the first settlements

A Fund has been established with an endowment of 15 million euros per year starting from 2024 , intended for the co-financing of programs prepared by the Regions, to encourage the first settlement of young people in the agricultural sector.

The resources are mainly intended for interventions aimed at :

purchase of land and structures to start an agricultural business;
purchase of capital goods , with priority for those intended to increase company efficiency and introduce innovations relating to the product, cultivation practices and natural maintenance of the land and the process of growing the products through precision techniques;
expansion of the minimum production unit to promote company efficiency;
purchase of already operational business complexes.

Facilitated tax regime for the first settlement

The preferential tax regime consists in the payment of a tax in lieu of income taxes, the related additional taxes and the regional tax on productive activities, determined by applying the rate of 12.5% to the tax base constituted by the business income produced in the tax period.

The relief applies from the tax period in which the activity began and for the four subsequent tax periods.

Tax credit for training expenses

Those who started their entrepreneurial activity from 1 January 2021 are granted a contribution for participation in training courses relating to the management of the agricultural company. The contribution is granted in the form of a tax credit , equal to 80% of the expenses actually incurred in the year 2024 and appropriately documented, up to a maximum amount of €2,500 for each beneficiary.

Tax breaks for the expansion of cultivated areas

Tax breaks are provided for young agricultural entrepreneurs who, from 1 January 2024, have purchased or exchanged agricultural land and its appurtenances.

In particular, the registration tax and the mortgage and land registry taxes will be paid at 60% of the ordinary or reduced ones.

Other news

Finally, the Law introduces some institutional coordination tools, including the National Observatory for entrepreneurship and youth work in agriculture.
